Resumo

This explanation has for target to demonstrate the importance of the legal principles application, written in the texts of the current law, for a more legitimate insurance and execution of the licitation and contractual processes done by the Public Administration. In this sense, the agreement of the jurists is that the principles trace the necessary direction to get a effective interpretation of the normative texts, a time that served in a base to the legislative structure. In this sense, the right understanding of the principles that conduct the operation of the licitation process and the celebration of the Public Administration contracts, represents the possibility to reach a highest efficiency in the public services conduction.
